Reporting to the Senior Program Coordinator, this position will have responsibility for data collection, analysis, management and interpretation for the Higher Education Center for Ethics, Equity and Transparency (HECEET) programs. S (he) will track and collect project information, identify existing and potential problem areas through monitoring, evaluation, and research and will work closely with staff team to resolve these problems. In addition, the Research Project Coordinator will work with the team on supporting the areas of curriculum development and training.
This project proposes the development and institutionalization of the first Higher Education Center for Ethics, Equity and Transparency (HECEET) in partnership with Rutgers University and UNA. The Center will be located within the Chancellor's Office (Rector) of the National University (Universidad Nacional Asunción (UNA). The initiative focuses on strengthening Paraguay's' capacity to build and sustain public structures that are grounded on transparency, ethics, equity in Higher Education and in other governmental institutions. The HECEET will serve as the first national higher education anchor for addressing issues of government corruption, transparency and public accountability, integrity, equality, and civility through training and capacity building.
Minimum Education and Experience:
Minimum Qualifications include a bachelor’s degree in public administration, political science, social science, law, economics or a project-related technical field is required
A minimum of two years of related work experience, including experience working in a developing country environment and/or working with research/evaluation and/or training.
Required Knowledge, Skills, and Abilities:
Computer Skills: Advanced level proficiency in Microsoft Excel, Word, and PowerPoint. Knowledge of e-learning platforms a plus. Knowledge of research software including programs such as STATA, R or NVivo
Language Skills: Proficiency in English and Spanish.
A master’s degree in public administration, political science, social science, law, economics or a project-related technical field is preferred
Demonstrated program management competency and effective communication skills.
Strong attention to detail and excellent written and oral communications and negotiating skills.
Experience with Tableau or other dashboard development tool.
Demonstrated ability to manage multiple activities simultaneously and work in a complex environment with teams whose members are physically located in different time zones and geographic areas around the world.
Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a non-hierarchical, participatory, matrix management environment.
Computer Skills: Advanced level proficiency in Microsoft Excel, Word, and PowerPoint. Knowledge of e-learning platforms a plus.
Physical Demands and Work Environment:
Travel Availability: Ability and willingness to travel back and forth to Paraguay as necessary.
Salary: Starting salary will be commensurate with experience and within departmental budgets.
