DESCRIPTION
Under general supervision of the MSO, the Human Resource Analyst has independent administrative responsibilities for all HR activities within the Department of Sociology, Latin American Studies and the African and African-American Studies Research Center (AAASRC). Independently manage all aspects of staff personnel in the Department of Sociology. Provide expert advice, instruction and policy interpretation to the Chair, faculty, MSO and staff on all matters involving personnel administration, including recruitment, appointment, advancement, classification, compensation, benefits, grievance/disciplinary actions, leaves of absence, employee relations, and visa/immigration issues.
Serve as the primary point of contact to all campus personnel administrative offices. Responsible for all data entry in the UC PATH system for staff and graduate student employment actions and responsible for review of all other entries. Serve as consultant to the chair and MSO in the analysis and formation of policy and procedures for departmental personnel activities. Actively participate and contribute to short-term and long-term goals of the department as they relate to staff affairs in a broad sense. Applies professional human resources, organization policies and procedures to provide guidance to supervisors and managers to resolve a variety of human resources issues of moderate scope and complexity.

QUALIFICATIONS
Analytical skills to conduct analysis and develop recommendations; demonstrates organizational skills and problem-solving skills. Has working knowledge of other areas of HR.
Knowledge of organizational policies and procedures and knowledge of functional area.
Basic knowledge of human resources policies and programs, and how they affect other organizational policies and procedures.
Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.
Proficient in communicating clearly and effectively verbally and in writing and in integrating information in the completion of assignments.
Demonstrated ability to handle difficult or volatile situations / individuals effectively.
Personnel generalist work experience including but not limited to: job descriptions, recruitment, classification, salary administration, performance appraisal, employee benefit and layoffs. Experience in the design and delivery of training, especially on employee induction, salary and benefits related issues to a variety of staff members.
Experience and knowledge of complex payroll and timekeeping practices and procedures, salary scales, merits, range adjustments, performance bonuses and stipends on multi-funded cost distributions.
Detail oriented, excellent organizational skills and ability to multi-task and process high volume of work, both transactions and analytical. Extensive experience to independently plan, organize, and prioritize daily operations and projects in order to meet rigid deadlines. Ability to handle changes in workload.
Experience in interpreting policies and procedures, analyzing data and drawing conclusions and making recommendations to implement changes for improvement. Experience analyzing changes to policies & procedures and making recommendations. Experience in writing & developing policies and procedures.
Strong critical thinking and analytical skills to identify problems and use creativity to develop innovative solutions.
Demonstrated ability and knowledge of personal computer platforms and software tools including spreadsheets or databases, word-processing and internet to streamline and automate work for effectiveness and efficiency.
